Access and Functional Needs (AFN) Database Update

The Will County Emergency Management Agency (EMA) is currently updating its Access and Functional Needs (AFN) Database. This database helps first responders and emergency management officials identify residents who may require additional assistance before, during, or after a disaster.
Providing this information does not guarantee immediate services, but it ensures that responders are aware of any special needs in our community — helping them plan more effectively and respond with the right resources when emergencies occur.

Who Should Register
Residents of Will County who may need extra help during an emergency, including individuals who:

  • Have mobility limitations
  • Require medical equipment powered by electricity
  • Are blind, deaf, or hard of hearing
  • Have developmental or cognitive disabilities
  • Rely on life-sustaining medications or treatments
  • May otherwise require special assistance during disasters
